bugfix - camera occassionally looks up at the sky

there was this bug for a while where occasionally the camera would look straight up and the game became unplayable. Turns out this bug actually doesn't happen when playing in the editor, it does something completely different. Playtesters figured out how to reproduce it reliably so that I could reproduce the situation in the editor to find the broken code path, even though it doesn't have that behavior in the editor! classic heisenbug. Anyway this eluded me for several months and I'm pretty sure it's fixed now, I can no longer repro this in the built game.
